Translation

To Gaius Munatius Modestus, of the Papiria tribe, of Emerita, 38 years old, here he lies, may the earth rest lightly upon you. His 'brother' (frater) Eponeilus had this made.

Commentary

See Knapp 1992: 12-13 on this inscription. He notes in particular the contrast between the Latin name of Modestus and the indigenous cognomen of the commemorator, Epo[n]eilus. He dates this to late first or early second century on the basis of the inclusion of the tria nomina, mention of tribe, and origo.
