Translation

The province of Hispania Citerior (put this up). To Gaius Vibius Porcianus Quintius Italicianus of Libisiosa, son of Gaius, of the Galeria tribe, having been given the grant of the public horse by the divine Hadrian, holder of all the offices in Libisosa (lit.having performed all the honours of his republic), priest of the province of HIspania Citerior.

Commentary

Hadrian is referred to here as divus Hadrianus so the inscription must postdate his death in 138.
